Yes it is exactly 209. I always suspect power company PLC because they are at least 30 Hz wide but they are never exactly on frequency. I am pretty sure they turn their systems off (not all) on shift change times. They let them warm up for a while and take readings. So I rule that out. But I suspect this to be an NDB. It comes and goes like many of the low frequency carriers we see and it is seasonal like many are.
