New MSK/FSK telemetry on 19.1 kHz?

Never heard this one before, despite trolling these frequencies for several years. A telemetry station on 19.1 kHz, pretty weak, maybe S2 but no QSB. Aural tone comparison with powerhouse NAA (24.0 kHz) suggests MSK mode, but possibly FSK. This is pure speculation, but it seems far off, which means to my east or northeast (towards night side from my near-Boston QTH) rather than to the west (towards day side). Wonder if anyone else can hear this one? Any thoughts on ID?
