I think you can make up your own definition of Long Wave and get arguments or agreement. I believe now it is considered to be 150 through 280 Khz. Somewhere around that. I remember there was/were one or two that broadcast below that but they are long gone. The NDB's kind of respect not going below 200 Khz in the USofA. There are what you may consider "utilities" within that band also. Mostly in Europe. Of course LW belongs to the 30-300Khz Low Frequency classifcation. If someone had an old long wave radio (for personal use) it would reflect close to the frequencies I described. But long wave radio has changed so much! We should lose BBC4 this year. I hope not.
