Steve,

You are correct about the U.S. situation on this band. The FCC does not list an ISM band at 6.8 MHz, and that means radiated power would have to be 54 dB less than in the 22 meter band in the U.S. Not worth even thinking about.

Of course, U.S. folks can apply for Experimental licenses to do many things. I believe that K2ORS had one for that range some years ago, and at a power level well above anyone's ISM limits. So one could certainly dig out their credit card and start filling out applications.
