I've been listening at the low end of the bands recently. I'm hearing RDL on 21.1 kHz this morning for the first time. It is sending narrow-band FSK. The transmitter is going on/off multiple times, apparently they are loading new messages to send. At 1454Z transmission switch to FSK CW for about 30 seconds of characters at about 15WPM. During a mark/space pause the transmission looked like 6FSK, six carriers, 3 above and 3 below center frequency. The transmitter is likely in Krasnodar which is in eastern Russia. They must have an amazing helix house to be able to bring the transmitter up/down many times without flash-overs.
