Even if radio wasn't involved, per se, I would think that still qualifies as a method of signalling electrically "wirelessly" over a distance, no matter how crude and inefficient it was. Interesting book you're mentioning on the earlier experiments John. I'll look for the reprints and put it on my Kindle, if found.
